A lawyer in Solomon Islands says the Honiara City Council has no right to prevent registered businesses in Chinatown from rebuilding.

Charles Ashley says his client James Fang has begun rebuilding three buildings that burned to the ground during the recent rioting and looting in Honiara.

Mr Ashley says his client lost millions of dollars and it would be unconstitutional for the council to stop his client from doing so, without a court order.

The Solomons Star reports the City Clerk, Peter Hauia as saying the council needs to comes up with a new development plan for Chinatown first.

He says if Mr Fang wants to rebuild, he must submit a new building plan to the Town and Country Planning Board first.
