American Samoa's Governor, Togiola Tulafono, says reading the newspaper is among the responsibilities of a cabinet member.

He says if a director does not read the newspaper he/she would not know the issues that have become a burden to the community.

Directors and agency heads reading the newspaper every morning instead of dealing with their department's affairs has been the subject of public criticism for years and also been raised during Fono hearings when cabinet members appear.

Togiola said newspaper, radio and television are the avenues by which directors find out concerns of the community and also learn what the community wants from its government as well as the criticism about their respective departments.
