Confusion surrounds police action in American Samoa against a circus from Samoa.
The circus owner, Tupai Bruno Royale, was told by police office to lower the Samoan flag.
The order was reportedly given by the acting Chief of Police, Leseiau Laumoli.
But a spokesman for the deputy commissioner says he is not aware of such an order
