American Samoa Telecommunications Authority says competitor does not meet conditions

American Samoa Telecommunications Authority or ASTCA's executive director Aleki Sene has told the Chief Procurement Officer that the provider of teleport services for ASTCA meets certain conditions which its competitor Blue Sky does not meet.

The conditions are that they must have an A type earth station antenna, have its earth station antenna registered with satellite providers Intelsat and New Skies and have its rates and services published with the Federal Communications commission.

Blue Sky wanted to bid for ASG's teleport services, but filed a notice of dispute with the CPO saying that portions of the executive order that established ASTCA as an authority are unconstitutional and void.
