A bill has been introduced in the American Samoa Senate to increase the governor's salary from 85,000 US dollars a year to 100,000 dollars.
The salary of the lieutenant governor would go from 75,000 to 90,000 US dollars.
The top two leaders are also entitled to free government housing, a vehicle and travel allowances.
The bill is sponsored by senators Vaitautolu Liugalua, Pulefaasisina Tuiasosopo, Fiatauiaulava Sauni, Alo Stevenson, Mailo Atonio, and Muagutitia Vaiula.
The president of Common Cause American Samoa, Peni Teo, has criticised the bill.
He says it's incredible that territorial leaders opposed a wage hike for low income earners, while they are discussing salary increases for the governor and lieutenant governor.
