The President of the Guam Olympic committee, Ricardo Blas, has expressed disappointment at the state of facilities for the South Pacific Games in Apia in August.
Mr Blas who was in Apia, says Guam had planned to send a 200 member contingent but now has to reduce it by half.
He says the decision was made because the facilities in Samoa are not ready and the organizing committee has not been able to provide the answers they need.
Guam hosted the games in 1999.
