Samoa's Immigration Department says a review of its seven day transit permit should be completed in a week.
Four Chinese nationals were found in breach of their permits after spending more than a week in the country outside of Apia.
Two of the men have already been deported.
The CEO of the Immigration Department and the Ministry of the Prime Minister and Cabinet, Auseuga'efa Va'asatia, says there is a possibility that passengers may now only be allowed transit stops in Apia of 24 hours, instead of seven days.
He says this is the requirement in Fiji, and it is something that could be applied in Samoa, in order to avoid further breaches of immigration laws by travellers.
"What we need to put into practise is the mechanism where by the transits can remain at the airport and not leave the airport buildings."
