Nauru's reformist government is looking to renew its mandate before it pushes ahead with changes to the way the country is governed.
Elections are to be held on August 25, two months ahead of schedule.
The Finance Minister David Adeang says they want public support for reforms to how the country's trust fund is managed.
But he says the critical element is winning enough votes in Parliament to ensure they can bring in constitutional reforms, such as more support for the oversight agencies.
"We wanted to get a clear message from our people whether they wanted us to continue on with our reforms and good governance agenda. A key part of which are the changes we want introduce into the constitution, to essentially promote the better government of Nauru."
