There is concern over the number of Samoan citizens using a variety of names on their travel documents to enter American Samoa after earlier being deported.
Both countries are trying to resolve the issue so American Samoa can move to relax the processing of the 14-day entry permits for Samoan citizens.
Changes to American Samoa's permit policy were first discussed during the September inter Samoa talks in Apia.
