1:53 pm on 1 April 2008

A former army officer Fualaau Rosie Tago-Lancaster is the latest person to announce their candidacy for the American Samoa seat in the US Congress.

The seat has been held by Faleomavaega Eni Hunkin.

Fualaau says recently tension has develop in the relationship between the territory and Washington and she says she has the background, qualifications and experience to develop more of a partnership.

She says education will be particular concern for her.

"I think education is very critical in order for American Samoa to move forward. We need to educate our people, especially our young people - these are our leaders for tomorrow, and we need to afford them the opportunity to better themselves through education. And hopefully they will come back and be leaders for American Samoa in the future."

Another woman Aumua Amata Coleman, who has stood before, is also running in November.
