Fiji's ousted Prime Minister, Laisenia Qarase, says immunity for the military is one issue that needs to be resolved in a political forum before the next general elections.
Mr Qarase told the Fiji Times a political forum and not the "People's Charter" is the way forward.
He said the same problems facing Fiji since the military takeover 18 months ago were there before the 2006 coup.
Mr Qarase said the idea to hold a political forum had stemmed from the interim Prime Minister Commodore Bainimarama.
