The American Samoan Governor, Togiola Tulafono, has agreed to pay a 6.6 million US dollars court judgment against the government.
The judgment is for insurance company Progressive Insurance for losses from the Laufou Shopping Center fire in 2004.
The court ruled that it was due to the negligence of fire fighters that a small fire was allowed to consume the whole shopping centre.
The administration is appealing the ruling but lost a motion to stay the execution of the award.
