Fiji's occupational health and safety office is investigating what caused a grain silo to collapse, killing a 23-year old man.

The silo collapsed at Flour Mills of Fiji Limited factory, spilling hundreds of tonnes of split peas, covering cars, and burying the man.

The incident happened about 10am yesterday, and police and the fire service were on the scene soon after.

A police spokesperson, Atunaisa Sokomuri, describes the scene as chaos.

"1,000 tonnes of dhal was sprawled over the compound, covering some vehicles, and we could see that a lot of people working in other companies near the compound were in shock."

Atunaisa Sokomuri says the original concern was that there would be a number of people buried, but after a check of employees and visitors, and all were accounted for but one.

The man has been named as Malakai Ratubuli, a 23-year old office worker.
