Guam concern over utility projects as US marines are due

Guam's deputy speaker is concerned about the U.S. military's buildup plans as outlined at an industry forum in the territory last week.

The forum was attended by more than 1,300 people from eight countries.

By 2014, 8,000 marines and their families are to be transferred from Okinawa in Japan to Guam.

The military's Joint Guam Programme Office was the event's organiser and it told its participants there're plans for utilities and infrastructure projects, a medical clinic and more.

But the territory's deputy speaker, Benjamin Cruz, is sceptical.

"The military is sounding more and more like they are going to be doing their own utilities rather than being a customer of our current utilities on Guam, the water, waste water and power. Those three entities have been investing hundreds of millions of dollars upgrading in bonds."

Benjamin Cruz says if the military doesn't use Guam's utilities then the local population will bear the burden of repaying millions of US dollars.
