Northern Marianas law official wants tough action to deter repeat offenders

A surge in burglary, robbery, and theft cases in the Northern Marianas is being blamed on habitual offenders.

James Guerrero, co-ordinator of the Department of Public Safety's Thief Apprehension Select Coalition, says 40 percent of the burglary and theft incidents in the Commonwealth have been committed by recidivist offenders.

He says it is an absolute disgrace.

Mr Guerrero says to effectively address the problem of recidivism there should be a mandatory jail term and higher penalties or fees.

He also wants the vehicles used in crimes to be seized and forfeited to the government.
