Papua New Guinea Prime Minister, Sir Michael Somare, blames bureaucrats for the corruption that some critics say costs the country hundreds of millions of dollars annually.
Transparency International rates PNG one of the most corrupt countries in the world while the Opposition Leader and former Prime Minister, Sir Mekere Morauta, says corruption has become systemic.
But Sir Michael says every country has similar issues and he says his Government is getting on top of a problem which is caused by workers and not politicians.
"We are trying to remedy the situation and I think people know that. From the [Finance Committee of Inquiry] report it revealed a lot of issues and people are being questioned now and we have set up provision whereby if they need to face their court of law well they face a court of law, for misappropriation or not doing things right."
