The board of the financially struggling American Samoa Power Authority says it cannot disconnnect government services, even though the state owes it more than three million US dollars..
The Authority's board says such an action would impact on the whole community.
The debt is a longstanding point of contention for lawmakers, who believe that if the government was up-to-date in its payment that would help the Authority out of its financial woes.
Senator Fuata Iatala says it's unfair that a business with a high debt is not disconnected, while low income families can lose services quickly if they get into arrears.
