The UN Secretary-General, Ban Ki Moon, has called on 150 World leaders to attend a summit in New York this week to speed up progress towards the Millennium Development Goals.
The deadline to achieve the goals such as the slashing poverty, hunger, disease, maternal and child deaths is 2015.
New research by UNICEF from fifteen countries reveals the goals can be better reached by targetting the most disadvantaged children and families.
The Director of the Institute of Development Studies in Sussex, in England, Lawrence Haddad was one of the reviewers of the UNICEF study.
Professor Haddad says the improvement in communication technology could make it easy to reach the most disadvantaged.
"Thing like cash transfers, you can send cash almost directly to cellphones, if every village has a cellphone, if you can send cash directly to that, and again there is lots of ways in which communication technology has reduced the cost of reaching the poorest."
Professor Lawrence Haddad says the head of UNICEF hope to have some measures in place in the next 12 months.
