Mrs Clinton has also urged Fiji's military regime to return the Pacific island nation to democracy as promised.
She says the US and Australia will work together to persuade the self-appointed government of Frank Bainimarama to meet its commitment to return democracy to Fiji.
Mrs Clinton said in the short term, they will push for changes that advance political freedoms, such as allowing professional civilians to return to key government ministries.
