The Guam Department of Revenue and Taxation has started paying out tax refunds, despite the government's dire financial situation.
Governor Eddie Calvo reversed an earlier decision not to issue refunds.
Governor Calvo announced that he had ordered the agency to resume the refund payment process, prioritising emergency requests.
He says his staff has just discovered that a hold was put on all tax refund payments in the waning days of the past administration.
The new governor says he immediately reversed that order because, although the government is desperately strapped for cash, the refunds don't belong to it.
