The International Rugby Board says it hopes to conclude discussions with the Fiji Rugby Union by the end of the week.
Talks this week have followed controversy after a Fiji Commerce Commission finding the union had misused funds from its lottery sales.
The IRB chief executive, Mike Miller, and the regional general manager for Oceania, Will Glenwright, have held discussions over the past two days with the FRU Board and the interim government.
Mr Glenwright says they've had what he called fruitful discussions which are ongoing.
He says they'll continue to speak remotely but if need be could return to Fiji later this week.
Last month the IRB warned that any government or third party intervention in the management or governance of a union may constitute a breach of IRB by-laws.
