The American Samoa Senate has passed a bill increasing income tax by two percent and it's expected the legislation will be signed off by the governor by the end of the week or early next.
The new tax is one of a number of measures to ease the territorial government's financial crisis.
Senators passed the tax legislatiion by a vote of 11 to 2.
