The Fiji Trades Union Congress says there's no protection of workers rights or job security under the interim government's new employment decree.
The Essential National Industries Decree (Employment) 2011 bans strikes and other actions such as assembly without a permit for designated businesses in industries declared vital to Fiji's economic success.
The decree states that the interim Prime Minister has the power to declare which industries fall into that category.
The congress's national secretary, Felix Anthony, says the decree renders unions unable to function.
"The main aim of this decree is to ensure that there is absolutely no opposition to government in any form or shape. And the trade unions in Fiji remain the only democratic institution in the country and are able to stand up to protect the interest."
Felix Anthony says he hopes to get a permit for the congress to meet next week to discuss the decree.
