Pacific leaders are continuing their retreat, which is expected to discuss the regional grouping's plan for the next year, and will focus mainly on economic issues.
The Tongan Prime Minister, Lord Tu'ivakano, says for his country, energy is a major topic.
"It's one of the biggest problems in the Pacific. Not only Tonga for the Pacific, because most of the countries are using 100% fossil fuels, and renewable energy is a big issue."
