The International Olympic Committee is facing a dilemma in Oceania over the addition of rugby sevens to the 2016 Games lineup.

Four out of seven of the world's top sides, including Fiji and Samoa, are in the Oceania region but can't all qualify because only 12 teams make it to Rio de Rio de Janeiro.

The IOC's president Jacques Rogge says that will be discussed with the International Rugby Board at the end of November or early December.

"And of course we try to balance two things - quality but also universality. We want teams from the five continents but we want also the best teams."

I know that in some regions of course the qualificayiosn kight be mroe difficult than the Games themselves but this we have in many sports.
