The Fiji regime says the Public Emergency Regulation it imposed in 2009 will be lifted when work starts on the new constitution and the 2014 election.
The interim attorney general, Aiyaz Sayed-Khaiyum, has reportedly told a Forum at the University of the South Pacific there will be complete freedom when the constitution and electoral process begins.
According to the regime's plan, electronic voter registration is expected to start in January.
Fijivillage reports that work on a new constitution has been brought forward to September.
The regime introduced the emergency rules, which include media censorship, when it abolished the constitution and sacked the judiciary after it ruled that the post-coup interim government was illegal.
At the time, the military commander, Commodore Frank Bainimarama, said he expected emergency rule to last one month.
