Fiji's interim attorney-general Aiyaz Sayed-Khaiyum says only those who want to engage in racial or religious vilification or create public disorder should feel threatened by the new public order decree.
He made the comment to FBC News after concerns by political parties, NGO's and the international community about new provision which vastly increase the power of the police and ban legal challenges.
Mr Sayed-Khaiyum says the changes are made to create a safe place for open discussion across society for the formation of a liberal democratic state.
He says no government can run a modern state when a common and equal citizenry does not exist, so historical and societal context must be considered to understand the amendment.
