American Samoa governor, Togiola Tulafono, wants to appear before the Fono to explain his bills to help the financially strapped LBJ hospital.
These include a ten million US dollar appropriation to fund the off island referral programme and a bill authorizing an 8 million loan from the Retirement Fund for the hospital.
The funding sources for both bills are increases in the duty for beer, alcohol and cigarettes, a 2000 US dollar foreign corporation tax and a 4 percent increase in the wage tax.
In the last session, the Senate rejected the 8 million US dollar loan bill while the House versions of both bills were tabled in committee.
Speaker Savali told the House that the governor wants to address the Fono to shine light onto some of the issues that may not be clear to lawmakers.
