A US Army retiree is making a second bid to become American Samoa's delegate to Congress and says she will make her bid .
Rosie Fualaau Tago Lancaster, who is the veterans educational certifying official at the American Samoa Community College, ran unsuccessfully for the first time for public office in 2008.
In 2010, she also put her name in the race for Congress but was not on the ballot because she failed to provide the required number of eligible signature voters for her nomination forms.
She says it's no secret the Territory is going through some problems.
"We are being impacted of what is going on in the United States, budget cuts coming now are being discussed in Congress, that's going to affect us and they impact is already being felt here."
Rosie Fualaau Tago Lancaster says she will be making her official announcement in the next few weeks.
Aumua Amata Radewagen and incumbent congressman Faleomavaega Eni Hunkin will also be running.
