Vanuatu's Sanma and Penama provinces have joined Torba to voice concerns at the government signing an exclusive 50-year agreement with Chinese company, South Pacific Agricultural Group Limited, to breed and to harvest sea cucumber on their reefs.
The secretary general of Sanma province, Joel Path, says the council has never been consulted over the project.
Mr Path says he doubts there has been consultation with custom owners over the use of their lands.
The Penama acting secretary general, Manuel Hure, says they have told the government that they need more information on the project.
