The Northern Marianas' US Congressman, Gregorio Sablan, says the financially struggling territory has 54 million US dollars in unspent capital improvement project money.
He says there's another 11 million in unspent federal funds that could have been circulating in the local economy and creating badly needed jobs.
Mr Sablan says spending this money would do more to save the CNMI economy than selling public lands or pushing for casino gaming on Saipan as the government has been doing.
