The Oceania Cup will again be the first step for full member unions of the IRB in the Pacific with ambitions to make the next rugby world cup.

At its AGM in the Cook Islands the Federation of Oceania Rugby Unions has announced next's years winner of the Oceania Cup will take on Fiji in a one off match in 2014 with the victor qualifying for the 2015 World Cup in England.

Australia, New Zealand, Samoa and Tonga have already qualified for England courtesy of their performances at the last world cup in New Zealand last year.

Meanwhile Tonga's veteran hooker, Aleki Lutui says more needs to be done to develop rugby within the kingdom so its not so reliant on overseas players.

"Maybe the IRB needs to help out to raise our talent locally in Tonga. At the moment we rely on our players who play overseas to make up the team when we play test rugby or at a world cup."

Meantime the tender process to determine the host for next year's Oceania Cup will begin this month
