Samoa's Ministry of Health is disappointed a vaccination campaign to combat filariasis didn't reach its target of 95 percent of the population.
The ministry's chief executive, Palanitina Tupuimatagi Toelupe, says only 91 percent responded - mostly people with no signs of the filariasis worm.
She says infected people didn't support the campaign.
Palanitina says full co-operation is needed if filariasis is to be eradicated from Samoa.
The Ministry is planning another campaign next year but is seeking a better way to attract the people's attention.
