Marshalls reform needs spelled out

The Chairperson of the Public Service Commission in the Marshall Islands says there is a need for reform in governent ministries.

Marie Maddison says a personnel audit of most ministries is nearly done, showing the same findings as the 2009 pilot personnel audit.

She says concerns are positions with no job descriptions, job titles that do not match with what an employee is supposed to be doing, outdated organisational charts, and wrong classification of workers resulting in incorrect pay levels for some employees.

While the PSC is working through these many hurdles to improving public service, Ms Maddison says she has been talking with Cabinet-level leaders about the lack of a national development plan.

She says generally the health and education needs of the country are known, but economically, there is no direction on where to focus.
