The Commonwealth Health Center in the Northern Marianas has only 60 percent of the doctors it needs.
The interim chief executive, Esther Muna, says they need 13 more physicians to join the 21 they currently have.
Ms Muna says, for example, the hospital cannot continue to operate with only two internal medicine doctors to run its busy inpatient ward.
The other areas that are short include pediatrics, obstetrics, accident and emergency, anesthesiology, orthopedics and surgery.
The Tinian clinic has no doctor at all but Ms Muna says they are pushing for a physician from Rota to transfer there.
