French Polynesia's newly elected president, Gaston Flosse, has told the territorial assembly that his government will have to adopt difficult and at times unpopular measures.
Mr Flosse says he has a good team to help revive the economy, which he says will take time, adding that confidence cannot be decreed but has to be built and earned.
He says once the budget has been reworked, he will go to Paris to see the territory's main partners.
Mr Flosse says the fight against poverty is a priority, announcing the creation of a shelter to accommodate those without fixed abode.
He says he no longer wants to see anyone sleeping in the street.
