The Pacific Daily News reports that heavy rain has submerged many roads and a number of cars are stuck in areas of high water.
A small craft advisory also is in effect, through tomorrow afternoon, according to the Weather Service.
A disturbance east of Saipan is expected to bring strong winds from the west, with seas of up to three metres.
Scattered showers and isolated thunderstorms are expected.
