The Prime Minister of Papua New Guinea, Peter O'Neill, says school leavers who cannot find a place in university, will be required to undergo compulsory skills and military training.
Mr O'Neill says the government is planning to implement the compulsory training in 2015.
He says there are a large number of school leavers in the country, with limited job opportunities, and this is aimed at giving those young people skills for the future.
"They're very young and running around aimlessly doesn't do any good for any society, so we believe that to engage them in a meaningful and disciplined environment will be good for their own future, and for them to establish a solid foundation for their lives."
Peter O'Neill says the training will come in right after year 12, for those who are not able to find a place in higher education.
