American Samoa Democratic Party wants to change election runoff rule

The American Samoa Democratic Party says the territory's elections for governor should be changed to allow for primaries to eliminate the need for runoff elections.

The party chair, Ali'imau J R Scanlan, says they have written to the Senate president and the House speaker suggesting this option be put to the voters to decide.

He says the current way gubernatorial elections are held do not allow for voters who are off-island to participate during the runoff poll, because of limited time.

Ali'imau J R Scanlan says their idea would mean these voters, who include soldiers on deployment, would not be disenfranchised.

"What we're proposing is that we hold primarys in June or July and then send the two winners to the November elections, but no more run off. Whoever wins in November, winner takes all, no matter if they get 51 percent or not."
