The American Samoa government is predicting a revenue shortfall of 18 million US dollars for the current financial year.
It expects to collect about 23 million in the first quarter, with most of that from taxes.
But on this basis a substantial shortfall is likely, given the government had forecast revenue for the full year at 108 million.
Our correspondent says the lower return in the first quarter has raised concern among lawmakers.
