The World Meteorological Organisation says there needs to be improved communication, infrastructure and greater investment in order to protect Pacific people against adverse weather events.
Its Secretary-General, Michel Jarraud, is raising the issue ahead of next month's Small Islands Developing States conference in Samoa.
He says decision-makers must have the right information to plan for the long-term effects of climate change.
"Improved communication and better use of the information in decision making, integrating scenarios for the next 30, 40 years. Things which are in terms of probability rather than deterministic information."
Michel Jarraud says there should be an emphasis on increasing the capacity of nations to assess forecasting information.
He says the WMO has organised a network of regional training centres where people can be trained and have the same quality information as those from developed countries.
