The pro-independence Caledonian Union has released a letter sent to the French prime minister, Manuel Valls, explaining its views on key issues.
This comes as the party has decided to boycott the follow-up talks on the Noumea Accord which Mr Valls will chair in Paris today.
The party president, Daniel Goa, says it is crucial that the question of the make-up of the electoral rolls be resolved before any discussion begins on who should be allowed to vote in a referendum on independence.
Mr Goa says the dysfunction of the administration has been such that people are registered on the special roll who fail to meet the conditions that have been negotiated to form the Noumea Accord.
He says there is no consensus to be found on the matter because the solution is within the realm and goodwill of the French state.
Mr Goa says the eligibility issue has been a priority for the Kanaks who have been resisting moves to be made a minority.
He points to a 1972 French directive which warned that in the long run, indigenous demands cannot be avoided unless non-Pacific groups make up a majority.
