Candidate says US shortchanging Guam

The Republican candidate vying for Guam's seat in the United States' Congress says the island has become an unpaid caregiver to other Micronesian nations under the Compact of Free Association.

The compact agreement allows unrestricted immigration from freely associated states of the US, including the Marshall Islands, the Federated States of Micronesia, and Palau into US states and territories.

Under the compact, Congress is meant to appropriate funds to Guam to cover the costs from the increased demand on the island's education and social services.

However, The Pacific Daily News reports Republican candidate Margaret Metcalfe saying Congress hasn't provided the full reimbursement the island is owed which is compromising the care of Guam's citizens.
