The government's announced an expansion of the programme to develop Australia's north.

The government will remove the annual cap on programme places, expand it to the broader agriculture industry and make the accommodation sector part of the programme on an ongoing basis.

It says the changes will allow more Pacific Island countries to be eligible to access the programme.

It says the plan will help address labour shortages and provide much needed income and skills development for seasonal workers from the Pacific and East Timor.
