The Samoa Rugby Union has reduced the capacity for next week's historic Test against the All Blacks at Apia Park from 12,000 to 8,000.
A spokesperson for the union, Juli Clausen, said this was because there must be individual grandstand seating, rather than having everyone cramming in.
She said for security purposes, the union must keep track of how many people were at the stadium.
"We need to be certain about the number of people in the park - that's just sensible management of a large event," she said.
Tickets for the match are yet to sell out.
