Rugby League officials in Papua New Guinea say they intend to focus more energy on grassroots development.
It's been a busy year in the high performance department, with Port Moresby confirmed to host three World Cup games in 2017, the Hunters finishing third in the Queensland Cup and Mal Meninga stepping down as Kumuls coach.
The new CEO of PNG Rugby League, Bob Cutmore says they need to spend more time on local development.
"We need to make sure that we have a balanced approach to rugby league in general - especially our semi-professional competition, the Digicel Cup, and all of our affiliated leagues and clubs. We can't forget that we have a lot of players, somewhere in the vicinity of 17,000 players, playing throughout Papua New Guinea and only 25 of those can be Hunters. We can't forget the base of our pyramid and make sure that it's developing with a good development programme in place.
Bob Cutmore says they have enough money to achieve what they want to but do need to ensure they get value for every Kina spent.
