The Leader of the Opposition in the Cook Islands says enforcement is the key to a call for compulsory motorcycle helmets there.
The Internal Affairs Minister has called for a select committee to look into the issue after a spate of motorcycle deaths.
William Heather says the opposition supports the call.
However Mr Heather says there are already laws in place but enforcement is lax.
"If you go above 40 kilometres you are compulsory to wear helmets but the police just didn't monitor it properly so this thing just dropped out of sight and people are just driving like crazy."
In 2008, legislation was passed to make helmets compulsory but it was later turned back, following a public protest.
