Mr Lupari, who has been Mr O'Neill's chief of staff, is to replace Sir Manasupe Zurenuoc, who is retiring for personal and health reasons.

Mr O'Neill paid tribute to Sir Manasupe's decades-long work in PNG's public service.

He said Mr Lupari also offered strong and capable management, plus a wealth of leadership experience in PNG's public service.

Isaac Lupari was previously implicated in a 2010 Commission of Inquiry into large scale fraud at PNG's Finance Department before being deployed to Europe as PNG's ambassador to the EU.
