CNMI's former police boss escapes sexual abuse charge

Charges of sexual abuse of a minor filed against the former police commissioner in the Northern Marianas have been dismissed.

A Superior Court associate judge, Joseph Camacho, said he found no probable cause as to the charge against James Deleon Guerrero and his co-defendant, former police officer Jesse Concepcion.

Mr Camacho said prosecutors had failed to prove an essential element of the offence: that the alleged offences were committed in their specific capacity as police officers.

Mr Deleon Guerrero and Mr Concepcion are both under house arrest after posting cash bail.

A ruling is yet to be made on other charges, including misconduct in public office and conspiracy to commit sexual abuse of a minor.
