The utility has been burdened by debt, largely due to other government agencies failing to pay their bills.

The Saipan Chamber of Commerce's eight-point Economic Development Roadmap strongly recommends that the utility be privatised to allow future developers to build larger complexes and install their own power production.

The Chamber saus privatisation will eliminate excessive waste while providing services at a more reasonable cost and making service providers accountable.

The utility earlier reported 70 percent of the water it produces is lost due to theft, leakages, and other causes.

It also has an aging power infrastructure that struggles to meet demand.
